Simon is a public policy expert, with broad experience in economic regulation. He has worked across a wide range of sectors and policy areas, and from different organisational perspectives.
Simon has held leadership roles in economic regulators, including head of strategy at the Payment Systems Regulator and director of market reform at Ofwat. He has held senior civil service positions in HM Treasury and the Ministry of Justice, leading on public spending issues, regulation and legal aid reform. And he was a research director at the Westminster think tank Policy Exchange, leading on energy and environment policy.
Simon was a founding director of Lucerna Partners, a management consultancy specialising in economic regulation and wider public policy. He worked across sectors – including payment systems and other financial services, water, airports, energy and rail – advising regulators, firms and consumer bodies on development of their policy positions.
